According to the National Center for Education Statistics, the percentage of full-time undergraduates who received Federal loan funds increased from 31% in 1992 to 44% in 2000 and then increased to 48% by 2004. From 1992 to 2004, the annual amount of Federal loans borrowed by graduate and undergraduate students increased from $19 billion to $50 billion. During that same period, Federal grants received by undergraduates increased from $9 billion to $13 billion.
